Government Communication Model in Strengthening Village Institutions in Bertah Village, North Sumatra

Based on Government Regulation Number 8 of 2016 concerning the Second Amendment to 60 2014 Village Funds from State Budget (APBN), village funds must be managed in an orderly, obedient, efficient, economical, effective, transparent and responsible manner by paying attention sense justice propriety prioritizing interests local community. Therefore, it is important strengthen institutions officials, so that they are qualified empowered carry out development. Indonesia has a total 83,820 villages which need assisted disbursed not wasted. This study uses qualitative grounded theory approach observing, interviewing 30 informants analyzing documents. The results found human resource factor head as communicator, was more trusted community because his open, democratic communication style, willingness accept suggestions/opinions empathy according equalitarian style relinquishing communication. government model strengthening mentoring where starts regency district.
